The Division of Child Protective Services (CPS) of the Sacramento County Department of Health and Human Services is applying for Funding Opportunity RFA No. TI-10-009, entitled "Grants to Expand Services to Children Affected by Methamphetamine in Families Participating in Family Treatment Drug Court." The County of Sacramento CPS proposes to implement "Children in Focus (CIF). The purpose of this grant program is to enhance services provided to children and parents in the existing FTDCs by providing supportive services to children and their parents through: (1) The implementation of Celebrating Families, an evidence-based parenting curriculum model, (2) Linkage to a Birth and Beyond Family Resource Center (B&B FRC), and, (3) The use of a Recovery Resource Specialist. The population to be served are parents (and their children ages 017) who currently participate in one of two family treatment drug courts (FTDCs) in Sacramento County. The goals of the project include: (1) Provide an evidence-based cognitive behavioral, support group model specifically developed for families with substance abuse issues; (2) Help children and youth affected by substance abuse break the cycle of addiction; (3) Effectively link families to community-based services to increase parent's and children's services and social supports thereby increasing child safety, permanency and well-being; and, (4) To improve the collaborative capacity of County systems and staff to enhance the service array, increase access to services and retention in treatment, and quality assurance. CIF will enroll approximately 700 family members over the four years of Federal funding. Each of the two tracks comprising the enhanced Celebrating Families program will serve 60 children (30 children per session), for a total of 120 children served per year. Each of the two tracks comprising the enhanced Celebrating Families program will serve 40 adults (20 adults per session), for a total of 80 adults served per year. Due to the three month start up of the project, the numbers served during the first year of the grant, will represent a nine month enrollment for a total of 90 children and 60 parents during Year One. There will be a nine month enrollment during Year Four to allow for closeout of the project.
